Rojas, Martin

Senior Adviser, Americas – IRU, Washington, DC

 

Martin Rojas serves as Senior Adviser for the Americas for the International Road Transport Union (IRU), based in Washington, DC. IRU, founded in 1948 and headquartered in Geneva, Switzerland, was established to expedite the physical and economic reconstruction of war-torn Europe through facilitated international trade by road transport. Today, IRU is a global industry federation upholding the interests of national member associations and associate members in bus, coach, taxi, and truck operations in over 100 countries.
Prior to joining IRU in June of 2015, Rojas was Vice President for Security and Operations at the American Trucking Associations (ATA), where he managed ATA’s cross-border/international issues, as well security issues. He joined ATA in 1996 as its Director for International Affairs. ATA is the national trade organization representing the interests of the U.S. trucking industry, and a longstanding member of the IRU.
Mr. Rojas’ primary duties are to coordinate IRU’s initiatives in the Western Hemisphere, focusing on the implementation of transport, trade, border, and customs facilitation instruments, including the UN TIR Convention, a global transit instrument. He also supports efforts by national freight and passenger transport associations to identify and implement initiatives that improve the safety, efficiency, security, and sustainability of road transport operations.
Rojas has served as a member of various government advisory bodies, including: First Chairman of the Highway and Motor Carrier Sector Coordinating Council established by the U.S. Department of Homeland Security; Subcommittee on Transportation of the Commercial Operations Advisory Committee designing the Customs – Trade Partnership Against Terrorism and the Free and Secure Trade Program; Member of the U.S. Department of Justice’s Data Management Improvement Act task force on entry/exit immigration controls; Industry representative to the U.S.-Canada Regulatory Coordination Council and the Beyond the Border initiative.
He has been active in the implementation of various security and trade programs including Security Threat Assessment programs for drivers, the Bioterrorism Act, Air Cargo Security, Trade Act requirements, Port Security, Global Supply Chain Security, among others, and has testified before U.S. Congressional Committees on Homeland Security programs.
Prior to joining ATA, Mr. Rojas worked since 1992 for the U.S.-Mexico Chamber of Commerce representing and developing positions for private sector interests towards the implementation of NAFTA. Mr. Rojas holds a BA in International Affairs and a Masters in Public Administration, both from the George Washington University in Washington, D.C.
