Ms. Montemayor is currently the GEC Project Manager for the Webb County-City of Laredo Regional Mobility Authority. She has 31 years of transportation planning, programming, design, environmental, construction and maintenance experience with an emphasis in the delivery and implementation of transportation projects. She was responsible for the executive-level direction, management, and operations of the Texas Department of Transportation (TxDOT) Laredo District. Her work also included close coordination with the Laredo Metropolitan Planning Organization (MPO) where she represented TxDOT and presented projects, project financing and project planning and programming and design items to various county officials, city councils and other technical and non-technical audiences as both a technical member and a policy board member of the MPO. She has significant contact and excellent relations with elected officials, public and private sector, as well as government and private entities on a binational level. Through her continuous engagement with stakeholders on both sides of the border for over two decades, Melisa has developed a broad network of relationships with federal, state, and local partners in the U.S. and Mexico. She knows the context, politics, and economy of the border. Melisa presented various projects at the Joint Workgroup Committee (JWC) and Binational Bridges and Border Crossings Group (BBBXG) meetings hosted by the U.S. Department of State. Her presentations at these binational meetings gained federal and international support for projects imperative to the movement of freight from Mexico and through the district. At the 2018 JWC meeting held in San Diego, California, Melisa gave a presentation that advocated for various projects in the Laredo area and was one of only two presenters selected by FHWA and other federal agencies to form and chair the Laredo-Nuevo Laredo Work Group, which included a forum for binational coordination and collaboration. She was also involved in the Ports to Plains Coalition, where she presented the Laredo District plan for improvements to carry freight along this important north-south economic corridor that extends from Mexico to Canada. As part of her role as District Administrator, Melisa served on the Laredo MPO Policy Committee, where she presented and approved many years of multimodal transportation projects within the region. This included participating in the BTAC meetings where she shared Laredo District needs and priorities with the committee and engaged leaders from the City of Laredo, Webb County and private entities to represent Laredo. Ms. Montemayor enjoys being involved in the community and currently serves as the Chair of the SA to DC Transportation Committee, Chair of the WTS-SA Programs, SAMCo Board Member, I-69 Alliance Board Member, and is on the ACEC-SA Transportation Committee. |
