Jose Marquez is City and Regional Planner with experience in active transportation, regional planning, air quality conformity, system planning, Native-American relationships, intergovernmental review, grant management and procurement with a focus on binational, and freight transportation. Mr. Marquez has represented the State of California at international multi-agency teams that developed comprehensive transportation studies such as the first bi-national active transportation study in the United States and the first initiative in the United States-Mexico border to address greenhouse gas emissions. Mr. Marquez currently serves as project manager for the California-Baja California Border Master Plan, a binational effort to coordinate the planning and delivery of projects at land port of entries and the transportation infrastructure serving them. Among the key volunteering activities were Mr. Marquez has served are: proposing and coauthoring the American Planning Association (APA) Policy on Freight Transportation, serving as a research panelist in two Transportation Research Board (TRB) – National Cooperative Highway Research Project (NCHRP) panels: “Quantifying the Impacts of Freight-Efficient Land Use Patterns to Support Effective Decision Making” and serving as a committee member at the Institute of Transportation Engineers Urban Goods Movement Standing Committee. |
